If your employees are already using ChatGPT, Claude, Gemini, or Copilot on their work machines, that does not mean your company has an AI strategy. It usually means the opposite.
It means employees found useful tools faster than leadership built rules for them.
That is the real starting point for AI governance for small business. Before you automate workflows or buy more licenses, you need to answer four basic questions:
- Which tools are approved?
- Which license tiers are approved?
- What business data can those tools touch?
- Who can see what once AI is in the loop?
If the company cannot answer those questions, it does not have an automation program yet. It has a visibility problem.
The problem is not that employees use AI
The problem is that they are probably using it in different ways, with different accounts, under different terms.
Steven, a Senior Engineer at Fornida, put the issue plainly in the April session: marketing may be using one model, accounting may be using another, and both teams may be using prosumer or personal accounts that have terms of service the business never reviewed. That means leadership does not really know:
- what data is being uploaded
- where that data is going
- whether the licensing is appropriate

That is what AI governance means at the SMB level. It is a practical operating rule set, not a boardroom framework.
What good AI governance for a small business actually covers
For a small or midsize company, AI governance is usually less about writing a perfect policy document and more about putting a few important controls in place early.
1. Approved tools
The company needs to decide which models or AI products are acceptable for work use.
That sounds obvious, but many SMBs skip it. Employees default to whatever tool they already know. Once that happens, the company has no clean way to say which data belongs where and which model should handle which kind of task.
Approving tools does not mean one model must do everything. It means the company should not let every employee choose their own platform with no oversight.
2. Approved license tiers
This is where many SMBs get sloppy. A tool might be acceptable in principle, but the wrong license tier can create data-handling problems, logging gaps, or terms-of-service issues the business never intended to accept.
Farzad Vahid's recurring warning is that owners often do not realize what changes when employees use free or individual licenses instead of approved business licensing. The business thinks people are "using AI." In reality, people are pasting work material into environments the company did not authorize.
3. Visibility and enforcement
You need to know whether employees are actually using the approved tools and whether they are bypassing them. Otherwise the policy is just a suggestion.
This is the part many companies overlook. AI governance is also about making sure the team is not quietly using the wrong tool in parallel.
4. Access control
Even the right model becomes risky if it can see the wrong data.
Small businesses do not get a pass here. Finance data is still finance data. HR data is still HR data. Executive compensation is still sensitive. Giving an AI-enabled workflow broad access because it is convenient is the same mistake as giving a user broad access because it is convenient.

Why "everyone is already using ChatGPT" is the wrong comfort signal
Owners sometimes take employee AI adoption as proof the company is ahead. It usually proves only that the employees found utility before the company built discipline.
The risk is not abstract.
Steven's warning in the April session was about visibility and terms. If someone uploads customer information, pricing data, internal process documents, or other sensitive material into a consumer-grade account, the company may have no visibility into what happened and no clean governance model around it afterward.
Even if nothing dramatic happens, the business is still creating process debt. It is letting habits form before rules form.
That is why AI governance should be set before automation scales. It is much easier to approve a few tools and shape user behavior early than to unwind bad habits after six months of unmanaged usage.
Governance is what makes workflow automation safe
This page is not separate from workflow automation. It is what makes workflow automation durable.
Take the accounting use case. The reason it works as a useful internal automation is that the model can classify transaction patterns, the workflow sits inside a governed environment, uses constrained inputs, and still leaves a human in the loop for anomalies.

Without governance, that same conversation becomes much messier:
- Which tool is handling the file?
- Who uploaded it?
- What license tier are they on?
- Who can see the output?
- Does the AI have access beyond what the employee should have?
Those are governance questions. If you ignore them, the automation program slows down later because legal, security, and management all have to step in after the fact.
The SMB version should be simpler, not looser
A lot of enterprise AI governance material is bloated. That does not mean a small business should skip governance. It means the SMB version should be tighter and more practical.
Most SMBs need:
- one approved-tool list
- one basic usage policy
- one access-control model
- one way to monitor compliance
That is enough to create discipline without pretending the company needs a Fortune 500 governance office.
The mistake is assuming "small business" means "less important." Smaller businesses often need stricter clarity because they have fewer layers between an employee's behavior and the company's risk.
Governance before scale
If your company is still early in AI adoption, this is the right order:
- Centralize and clean the important data.
- Approve the tools and license tiers.
- Set permissions and visibility.
- Start with one workflow worth automating.
That last step matters because governance without use cases feels theoretical, and automation without governance feels reckless. The best way to make both real is to attach them to one workflow the business already understands.
